Hermit crab tank setup what side heater goes on?

Setting up a 29 gallon tank for hermit crabs, I live in a Cold climate that will need undertank heater and heat lamp, I'm going to use a 30-40 gallon Repti under tank heater with half play sand and half Coco Husk. What side of substrate do I put heater on? Sand or Substrate?
